U.S. States Suffer "Unbelievable" Revenue Shortages

WASHINGTON (Reuters) – The U.S. economy may be creeping toward recovery after the worst slowdown since the Great Depression, but many states see no end in sight to their diving tax revenues.
Tax revenues used to pay teachers and fuel police cars continue to trail even the most pessimistic expectations, despite the cash from the economic stimulus plan pouring into state coffers.
"It's crazy. It's really just unbelievable," said Scott Pattison, executive director of the National Association of State Budget Officers, and called the states' revenue situations "close to unprecedented."
Most states had been pessimistic in forecasting their tax revenues for the 2010 fiscal year, Pattison said. So far, collections have fallen below even those low targets.
Lower tax revenues could lead to higher taxes or another sharp reduction in services if receipts do not show signs of improvement before year-end, as every state but Vermont is required by law to balance their budgets.
That could mean fewer teachers, early prisoner releases and fewer highway repairs as residents battle soaring unemployment.
States are coming off a terrible first quarter, which for most states began on July 1.

  6. Yep, people like 1:20 will be the first in line for government handouts because they didn't plan for the upcoming depression that's soon to hit. I was in Waco, Tx yesterday and an outlet mall(once filled to capacity that has over 100 stores)now has only about 30 still in business-all the others are empty-gone out of business signs posted everywhere. Just have to look around with OPEN eyes to see what's coming. Sad but true.

  7. I TRAVEL TO MANY MAJOR CITIES, AND THE ECONOMY IN MOST AREAS ARE FINE, ONCE IT GETS TO THE 90S, CALL ME. I REMEMBER EVEN NYC IN THE 90S COUPLE OF RESTARANTS, COUPLE OF BARS, NITECLUBS, HOTELS, STORES, AND PEOPLE MANAGED FINE, NO RIOTS, AND WE ARE NOWHERE NEAR THAT LEVEL. ITS MOSTLY VERY YOUNG PEOPLE WHO ARE FRIGHTENED , DONT WORRY, YOU WILL GET THROUGH IT!

    It is very simple. Go drive around and look for yourself. Lease signs everywhere. Talk to any business owner that isn't getting printed money (ie car dealers, banks) and they will ALL tell you the same story. Their business is dying, but they are putting out fake positive crap because they must. People won't by from a place they think is hurting; unless it is a fire sale.

    So, even though they are selling off inventories to pay their rent and employees, even not paying back their employer tax to pay the same, they are desperately trying to look like business as usual.

    Like hanging off a cliff with your fingernails. Desperately hoping that things will turn around by Xmas or they are toast.

    Millions upon millions of companies will be filing bankruptcy or gone in January 2010.

    but the "Outlet Mall" you are referring to is not a Mall at all
    just an old strip center wannabe
    outlet center in a very bad area.
    All the "real" outlet malls are off
    IH-35 and are full and packed.
    Waco is a very poor town and could
    never support a real mall anyway..

  15. At this point, I still think things are ok.where I am. week to week I acess the situation and still.. Back to back big boxes, 100s of bars, restarants,hotels, stores, cars, traffic,etc it is definitely not the 1990s, its not even early 2000, and nyc got through 2001 with all that DRAMA.it still is tough to mention.

  27. The midwest has been one of the least hard hit areas, with the exception of the upper midwest rust belt. Look at the most conservative states namely Wyoming, Nebraska, North Dakota. They don't have much of an economy, but they have the lowest or no revenue shortfall, and very few job losses. Someone from the midwest saying they don't see any problems doesn't strike me as unusual, for the most part it hasn't hit too hard there yet. I'm in Indiana and the signs are there but it isn't as severe as as it is in heavily statist "liberal" ( I use the term loosely, we all know they aren't really liberal)blue states on the coasts.

  29. 5:16 OK, take a drive on I-45 North to Hillsboro, just up the road about 15 miles and check out the Outlet Mall on I-45. Same exact problem and it's not a wannabe Outlet Mall. They are ALL in trouble. When I saw that Mall I commented that I would hate to own that property. Geez, what a financial bloodbath!
