The New Underground Economy

The underground or "black" economy is rapidly rising, and the fault is mainly due to government policies.

Here is the evidence. The Federal Deposit Insurance Corp. (FDIC) released a report last week concluding that 7.7 percent of U.S. households, containing at least 17 million adults, are unbanked (i.e. those who do not have bank accounts), and an "estimated 17.9 percent of U.S. households, roughly 21 million, are underbanked" (i.e., those who rely heavily on nonbank institutions, such as check cashing and money transmitting services). As an economy becomes richer and incomes rise, the normal expectation is that the proportion of the unbanked population falls and does not rise as is now happening in the United States.

Tax revenues are falling far more rapidly at the federal, state and local level than would be expected by the small drop in real gross domestic product (GDP) and changes in tax law that have occurred since the recession began. The currency in circulation outside the U.S. Treasury, Federal Reserve banks and the vaults of depository institutions - that is, the currency held by individuals and businesses - has grown by 13.3 percent in the last two years, while real nominal (not inflation-adjusted) GDP has not grown at all, and real (inflation-adjusted) GDP incomes have fallen by more than 3 percent. With the growth of electronic means of payment and financial service providers, it would be expected that the currency component of GDP would fall, not rise.

The underground economy refers to both legal activities, such as often found in construction and services industries where taxes are not withheld and paid, and illegal activities, such as drug dealing and prostitution.

  1. I get to enjoy my first unprofitable year in business since 1985. No, there is nothing wrong. Everything is fine. Turn on that TV, they'll tell you so.

  4. Get your money out of the banks and you won't be a helpless "pawn of the elites". Put away your copy of Guns and Ammo and instead of hitting the shooting range go start a garden in your backyard and make friends with your neighbors. FEMA camps may not be mandatory if you aren't enciting violence and shooting 10 year old children running through your alley on an instinctual hunch or imagining how evil others are. If organized religion really has to be your thing, then smile at your fellow church-goers, network with them, and prepare for the worst but expect the best.

I wouldn't lose too much sleep over increased taxes since the government will be going bankrupt regardless of what they do.

Unless you make below the amount that the IRS deems the minimum income level in your area. Reference to article last week about the Seattle hairdresser that was audited because she reported income below the minium level for the Seattle region. To recap, the Hairdresser was fined $8K because income was too low and the IRS determined she was a tax cheat. When her father tried to help, her, he was audited and fined (I think $10K to $15K). Bottom line, don't mess with the IRS. They are all powerful and are above the law! More than half of the agents at their call center can't even speak proper English. Its virtually impossible to communicate with them to resolve errors. You might as well go talk to the hand. The response is about the same.

BTW, the IRS is expanding in 2010, hiring thousands of new IRS workers to target tax cheats!

  7. The underground econ has been around since the inc tax and was going strong in the 60's on (cash for yard work, auto rep., home rep., hair cutting, maid services; waitress tips weren't counted then) ...but, will be more popular now days as taxes hit hard on everyone...the main problem in doing this as a main income, you won't have enough SS income when you retire.

  8. laura, you are not too smart, who gives a f about ss income, in a couple of years, there wont be any ss anyways, so you might as well do it.

  9. Dumb butt 2:23pm: I'm drawing SS now, and a check just hit my bank acct...my elders said the same thing 20 years ago and I was concerned then; but here is 2009 and I'm getting my checks; I don't know your age, but retirement comes sooner than you think...

  10. If you actually make 8K, then you would be living a lifestyle to prove it. You would not be paying a mortgage or a car payment (or you would be living at the campground at the Y)and your real estate taxes would be under a grand...

Your "new but used" clothes would trace to the local food bank, and you would probably have a bit of BO showing up at the IRS. You "could" show how the computer you have was grabbed from the side of the road...

If you make the money, pay the taxes... If you don't then invest in a camera to take pics of all the things you get from the food bank and the side of the road... and be prepared to give the IRS the clothes off your back from the food bank in payment of tax. Just go back and get more clothes the next day.
